Indeed they do. They can’t fly through the air but they can fly underwater. In other words, a penguin uses the muscles in its chest to bring its special wings, called flippers, downwards. But then it uses the muscles between its shoulders to bring its flippers upwards.
A frequent question we ran across in our research was “Do Penguins fly or swim?”.
However, the wing structures of penguins are evolved for swimming, rather than flying in the traditional sense. Penguins swim underwater at speeds of up to 15 to 25 miles per hour. As adept swimmers, penguins spend a lot of time in the water. Some penguins spend up to 75 percent of their lives in the water.
When you watch penguins under water you can see the way they move their wings and the forces that are generated by their forelimbs are very similar, if not identical, to the forces of birds that fly in the air. They are flying with their forelimbs (wings). There are birds that do move under the water that don’t use their forelimbs and they paddle.

Can you feed Penguins in a fish pond?
While no penguin is a backyard species, and they will not visit fish ponds no matter how well-maintained they may be, birders can still help “feed” penguins. Because penguins’ diets depend on healthy oceanic habitats, reducing water pollution and litter is essential to preserve penguins’ food supplies.
